South Africa Swings to Surprise Budget Surplus in December 2025

South Africa’s fiscal position showed a sharp turnaround at the end of 2025, with the national budget balance shifting from a sizable deficit to a solid surplus on a month-over-month basis. The budget balance improved from a deficit of ZAR -14.99 billion in November 2025 to a surplus of ZAR 38.44 billion in December 2025.

The latest data, updated on 30 January 2026, underline a significant month-on-month improvement in the government’s accounts, according to the defined comparison period. The November figure of -14.99 billion reflected a deterioration from the month before, while December’s 38.44 billion reading marks a notable positive reversal in fiscal momentum.

Investors and analysts will view this swing into surplus in the context of seasonal revenue patterns and expenditure timing, but the December data nonetheless highlight a markedly stronger budget position at year-end compared with the previous month.
