BoJ Sees Rising Case for Further Tightening: July Summary of Opinions

The Bank of Japan’s July summary of opinions indicated that policymakers see scope for further rate hikes as underlying inflation approaches the 2% target and financial conditions remain accommodative. They emphasized that the timing and pace of any increases must be judged carefully, with close attention to economic activity, price developments, financial conditions, and external factors such as tensions in the Middle East, AI-driven demand, and currency movements.

Several members pointed to rising upside risks to inflation, with one noting that rate hikes could proceed more quickly than markets currently expect if warranted by conditions. The summary highlighted that the BoJ has entered a new phase that demands flexibility rather than adherence to a preset policy path, as earlier concerns over weak growth have eased and inflationary pressures may strengthen into the summer.

Policymakers also stressed the importance of clearly signaling their resolve to prevent excessive price increases, underscoring a shift toward more agile, risk-aware management of monetary policy.
