While Bitcoin struggles to reclaim footing above $80,000, China's Central Cyberspace Affairs Commission has published the National Informatization Plan for the 15th Five-Year Period (2026–2030). The document sets targets for regions and agencies across the country. For the crypto market, it contains one notable line: by 2030, China intends largely to build a national blockchain network alongside a large-scale 6G communications infrastructure.

Crucially, blockchain is presented in the plan as part of state infrastructure rather than as a market instrument. The reference is to a national network integrated with communications channels, artificial intelligence, and a smart internet. Other goals are framed the same way: by 2030 authorities expect a significant strengthening of scientific and technological capacity, breakthroughs in key technologies, deep integration of digital tech with the real economy, robust network security, and a comprehensive system of laws and standards.
Markets typically do not react immediately to such strategic documents. As noted above, Bitcoin still trades just above $80,000, and investor attention is focused on the Fed meeting, tech-sector earnings, and the US elections. But the plan matters for understanding how major economies build digital infrastructure. The US is codifying rules for payment stablecoins via the GENIUS Act, Europe is preparing a digital euro, and China is betting on a unified national blockchain and tight control over data flows.
I believe this plan will not move Bitcoin's price directly because it concerns China's internal infrastructure and data standards rather than access to public cryptocurrencies. Over a multi-year horizon, however, competition between open public networks and national blockchain platforms will intensify, and that will strengthen regulators' arguments in the US and Europe for their own digital payment solutions.
Technical analysis and recommendations:

Technical picture for Bitcoin. Buyers are currently targeting a reclaim of $80,900, which would open a direct path to $82,800 and then toward $84,500; breaking $84,500 would signal attempts to restore a bull market. On the downside, buyers are expected at $78,700. A return of the trading instrument below that area could quickly push BTC toward $76,900. The most distant downside target would be around $75,300.

Technical picture for Ethereum. A clear hold above $2,348 would open a direct path to $2,417. The furthest upside target is the high near $2,508; breaking that level would indicate strengthening bullish sentiment and a return of buyer interest. On the downside, buyers are expected at $2,274. A return below that area could quickly push ETH toward $2,231. The most distant downside target would be around $2,184.
What we see on the chart:
- Red lines indicate support and resistance levels where either a price slowdown or active growth is expected;
- Green lines indicate the 50-day moving average;
- Blue lines indicate the 100-day moving average;
- Light green lines indicate the 200-day moving average.
A crossover, or a price test of moving averages, typically either halts the move or sparks fresh market momentum.
