Wall Street turns to new indicator to read Warsh’s hawkish rhetoric

Citi Research analysts have developed a bespoke “Warsh shadow rate” to quantify the hawkish rhetoric of the new Federal Reserve chair. After Kevin Warsh’s tough Jackson Hole speech, markets confronted the real prospect of a surprise interest rate hike as early as September.

Citi’s metric is built solely on the financial indicators Warsh himself flagged as priorities. The Fed has shifted its focus markedly: it is now zeroing in on core inflation, money supply, and equity indices, while traditional easing signals, including wage growth, inflation expectations, and payrolls, have been pushed down the list. As Citi estimates, Warsh’s preferred indicators are sitting at historic highs and point squarely toward monetary tightening.

The fate of the September Fed meeting now hinges on the August inflation report. Citi economists say that if core CPI rises 0.3% or more, a rate increase will be all but inevitable. A modest 0.1% tick higher would give markets a temporary reprieve.

Potential Fed tightening is a big headache for US Treasury Secretary Scott Bessent. Warsh’s hawkish signals have already prompted a broad sell-off in Treasuries. Analysts warn that if the Fed hikes interest rates in September, keeping 30‑year yields below a critical 5.3% threshold will be extremely difficult, especially with oil prices on the rise.

Citi’s historical analysis lays out a clear playbook for investors. Equities typically fall for roughly 50 trading days after a rate hike before recovering lost ground. The government bond market, by contrast, tends to suffer a deeper and more prolonged decline in response to Fed tightening.
