South Africa Swings to Surprise Budget Surplus in December 2025

South Africa’s fiscal position showed a sharp turnaround at the end of 2025, with the national budget balance shifting from a sizable deficit to a solid surplus on a month-over-month basis. The budget balance improved from a deficit of ZAR -14.99 billion in November 2025 to a surplus of ZAR 38.44 billion in December 2025.

The latest data, updated on 30 January 2026, underline a significant month-on-month improvement in the government’s accounts, according to the defined comparison period. The November figure of -14.99 billion reflected a deterioration from the month before, while December’s 38.44 billion reading marks a notable positive reversal in fiscal momentum.
