Few people like bad weather. Surely it is so nice to be mesmerized by a whirl of snowflakes outside the window, sipping hot chocolate near a fireplace. Pouring rain does not upset you so much when you know that it will end soon. But in most cases bad weather can spoil mood and cause severe damage.
In fact, bad weather may cost a lot. According to official reports, heavy rain in the Chinese province of Jilin resulted in huge losses amounting to 12.5 billion yuan (1.8 billion US dollars). The authorities have to evacuate citizens from the disaster area and have already rescued 226 thousand people. In total 513 thousand people suffered the consequences of torrential rain. Rivers and lakes overflowed the banks, washing away everything on their way. As a result dozens of settlements and almost 130 thousand hectares of agricultural land in 10 districts were flooded. Fortunately, nobody was seriously hurt except for the budget.
